The March 2012 TechNet study found that home adoption rates have changed little in the last three years. NTIA’s BTOP awards and state mapping awards, as well as the FCC’s Connect to Compete and revised Lifeline programs, are all trying to improve broadband adoption. These initiatives raise several questions: What is meaningful broadband adoption? How do we define it, measure it, and report it? How can we better coordinate programs and share emergent knowledge in order to maximize and sustain the impacts of these new investments? This panel of experts, representing key sectors and programs, will discuss challenges “along the adoption curve” and their recommendations for improvements.
