FCC's Reform of Lifeline Program for Low Income Consumers

Description:

The FCC’s Lifeline Reform decision in February, 2012 seeks to transition its financial support to help low-income consumers subscribe to broadband services.  Unfortunately, subsidizing broadband is a lot more expensive than subsidizing telephone service.  The FCC has proposed launching pilot projects by eligible telecommunications carriers (ETCs) to encourage broadband adoption by low-income consumers.  How will these pilot projects differ from the BTOP PCC/SBA programs?  What approach will make the most efficient use of limited federal financial dollars? Panelists will include representatives from the FCC, the broadband industry and low-income and minority organizations.
