Regulatory Compliance

Providers of communications services and owners of communications infrastructure, including poles, ducts, conduits, towers, etc., may be subject to various federal and state regulatory requirements, depending on the nature of the services they provide and on how they organize themselves to do business.  For example, at the federal level, providers of telecommunications services or Voice over Internet Protocol must comply with various Federal Communications Commission’s rules governing interconnection, universal service, assistance to law enforcement, customer privacy protection, accessibility for disabled persons, E911, Equal Employment Opportunity, special access, pole attachments, and various other record-keeping and reporting requirements.  Understanding these requirements is not only important for those who must comply with them, but also to those who may have rights under them – e.g., rights to pole attachments at capped rates.  In this session, Jim Baller, Senior Principal of the Baller Herbst Law Group, will discuss, and answer questions about, the key regulatory requirements affecting communications service providers, particularly providers of middle-mile network services.
