Phillip W. Lindley



Phil Lindley is currently the Executive Director of the ConnectME Authority.  He began that position January 14, 2008, with the tasks of continuing and enhancing the operation of the Authority and managing its grant funding process.  Phil was previously involved in the Broadband Access Infrastructure Board that studied the availability of broadband services in Maine.  He assisted with the development of the recommended legislation to create a broadband development authority, which became the ConnectME Authority. 


Phil and other Authority staff recently concluded the Authority’s eighth round of grant awards, awarding just over $1.0 million to fifteen projects that will provide broadband service in the unserved rural areas of Maine.  To date the Authority has funded 114 such projects with nearly $9 million in grant funds for total project value of over $17 million.


Under Phil’s direction, the Authority received over $5 million in NTIA ARRA funded grants to conduct a broadband mapping and inventory project over a five year period.  The project also includes broadband planning, capacity building, and technical assistance components.


Phil was previously a Utilities Analyst in the Finance Division of the Maine Public Utilities Commission for fifteen years.  At the Commission, Phil was a member of the telecommunications advisory staff and Chair of the Maine School and Library Network Advisory Board.


Phil holds undergraduate degrees in Economics and Anthropology and a Master's Degree in Business Administration.
