Luis Arteaga is the Director of Emerging Markets for the California Emerging Technology Fund (CETF).  As Director of Emerging Markets, Mr. Arteaga is responsible for tracking, monitoring and seeking investments in underserved urban markets and unserved rural and Native American communities in California in order to close the Digital Divide.  Luis was responsible for managing a $7.2 million grant from the Department of Commerce on behalf of 8 subrecipients throughout California as part of the Broadband Technology Opportunities Program (BTOP) Program.  Before joining CETF, Luis served as Executive Director of Latino Issues Forum, a public policy and advocacy institute.

Luis received a Master in Public Policy degree from the John F. Kennedy School of Government at Harvard University, concentrating in Housing, Urban Development and Transportation. Luis completed his undergraduate education at Princeton University, concentrating in Politics with a Certificate in Latin American Studies.

 

The California Emerging Technology Fund (CETF) is a non-profit private foundation established pursuant to requirements from the California Public Utilities Commission in approving the mergers of SBC-AT&T and Verizon-MCI.  Its mission is to provide leadership statewide to minimize the Digital Divide by accelerating the deployment and adoption of broadband and other advanced communication services to underserved communities in a way that advances actions to make California a global leader in the availability and use of broadband technology.
